Cox's Bazar Ocean Safety is a commercial training program operated by Cox's Bazar Surf Hub Pvt. Ltd. (RJSC C-208654/2026) under a valid Bangladesh trade licence. The program is benchmarked to the public guidelines of the International Life Saving Federation (ILS) and adapted for the Bay of Bengal. Certificates issued under this program are an internal competency certification of Cox's Bazar Surf Hub Pvt. Ltd. — an industry credential our graduates carry into employment with our hub, partner hotels, resorts, and water-safety operators across Bangladesh. They are not a representation of certification by any foreign body or by a Bangladeshi statutory authority.
Four programs, one standard
A 10-day, 60-hour program covering ocean environment, surveillance, four-tier rescue protocol, first aid & CPR, equipment, communications, and incident management. Written, fitness, and full-scenario assessment. Annual recertification.
Customised 1–5 day programs for hotels, resorts, schools, and corporate groups operating adjacent to water. Beach survey, staff drills, the five-flag condition system, rescue equipment training, and a written safety framework tailored to your site.
Beginner, intermediate, and advanced surf lessons delivered by Bangladesh's national surf champion and our certified coach team. Every lesson is taught under our Ocean Safety SOP — ocean literacy is built in from the first session.
A dedicated lifeguard team on duty at the Surf Hub operating zone — the standard of cover that comes with any Surf Hub member, guest, or partner event. Five-flag system, daily condition reports, and first-responder capability.
The five-flag condition system
Every operating day starts with a flag of the day, raised on the main lifeguard tower and at all customer entry points. The Head of Ocean Safety has absolute authority to close the water — no director or manager may override.
Seven modules, 60 hours
Delivered over 10 days of full-time training: theory, water-based practical, and full-scenario drills. Continuous in-module assessment plus a final 3-part examination. Annual 2-day full recertification, plus quarterly in-service drills and monthly live-scenario training.
Bay of Bengal seasonal cycle, sandbar rip formation, tidal patterns, marine life of concern. On-site rip-current identification.
The 10-20 rule, zone coverage with 20% overlap, recognition of the Instinctive Drowning Response, preventative lifeguarding.
Four-tier rescue protocol. Tube, board, and contact rescues to ILS-aligned standard. In-water spinal immobilisation. Two-person extrication.
Adult and child CPR. Recovery position. Treatment for jellyfish, sea urchin, coral cuts, sunstroke. Use of AED when deployed.
Rescue tubes, rescue boards, oxygen, spinal board, radios. Hand signals, whistle codes, beach-to-boat radio protocol.
First-responder hierarchy, hand-over to Head of Ocean Safety, incident report writing within required timelines, evidence preservation.
Three-part exam: written paper (70% pass), fitness test (400m swim under 9 min, 1.5km soft-sand run, 2kg retrieval), and full-scenario rescue.
